Opening the National Meeting of Planning and Investment sector

In the morning on 7th August 2014, the National Meeting of Planning and Investment sector was officially opened in Danang city under the chairmanship of Prime Minister Nguyen Tan Dung and Minister of Planning and Investment Bui Quang Vinh.

   

    The Meeting was hold in the context that Vietnam has gained many important achievements in various fields, but also faced a lot of difficulties and challenges. This is the time for Vietnam to transform strongly to cope with the middle-income trap; to renew the leadership methods, promoting economic restructuring to enhance economic efficiency and competitiveness, therefore, the dissemination and discussion content at the Meeting is major problems of the country.

     Speaking at the Meeting opening, Minister Bui Quang Vinh warmly welcomed over 750 delegates coming from ministries, branches and localities attending the Meeting. The Minister said that the Meeting taking place on 2 days would focus on these contents: Thoroughly understanding the Directive No. 22/CT-TTg dated 5th August 2014 of the Prime Minister on establishment of a socio – economic development plan for 5 years 2016 - 2020 and listening to the presentation on Ministry of Planning and Investment’s (MPI) guideline Draft on establishing socio – economic development plan for 5 years 2016 - 2020; thoroughly understanding Directive No. 23/CT-TTg dated 5th August 2014 of the Prime Minister on establishment of mid-term public investment plan for 5 years 2016 - 2020 and listening to presentation on MPI’s guideline Draft on establishing mid-term public investment plan for 5 years 2016 - 2020; Decree on mid-term and annual public investment planning; disseminating the main contents of the Law on Public Investment, amended Procurement Law; guiding calculation of gross provincial products; discussion, questions and answers.

    The Minister required the delegates focus on discussing and contributing concrete and practical ideas to the Meeting, especially for establishing socio – economic development plan for 5 years 2016 - 2020 and establishing mid-term public investment plan for 5 years 2016 - 2020; the allocation of investment capital; solutions of promoting growth, enhancing economic efficiency and competitiveness in the context of deep and wide international integration; the unification of GDP calculation; establishing socio – economic plan in accordance with actual situation and forecast of Vietnam’s economy.

    In the afternoon session, the delegates heard the directive of Prime Minister Nguyen Tan Dung that all levels from central to local need concentrate and effort to achieve the highest results for socio – economic development in 2014 and 2015.

    “Mid-term plan will help the ministries, branches and localities initiatively build investment plan, prepare for investment, select the priority criteria of investment, avoid spreading, requesting – giving, or even negatives”, PM Nguyen Tan Dung said that in order to strive to achieve the highest targets of socio – economic plan for 5 years 2016 - 2020, all levels from Central to local need to promote achievements, overcome obstacles, focus on directing and steering implementation of socio – economic development plan  2014 and 2015 successfully.

    Therefore, the ministries, branches and localities should seriously evaluate the achievements, existing limits of 3 years 2011 - 2013 and clearly define goals for the final months of 2014 and in 2015 to give lessons to build and implement 5 years plan 2016 - 2020 successfully.

    Based on the Platform of the Party, 10-year socio - economic Development Strategy 2011 - 2020 and Resolutions of the Central Committee, PM Nguyen Tan Dung emphasized five major standpoints, namely inclusive synchronized innovation; sustainable development; building a market economy with socialist orientation; building a state of law, upholding the people's right to mastery; and mobilizing internal resources.
