Under Plan No.12/KH-UBND dated 22nd January 2008 by Hanoi People Committee on the implementation of key Projects to celebrate 1000 year anniversary of Thang Long- Hanoi for the stage of 2008-2010, and target plans in 2008 set by HPC: after rapid preparation, today, with the approval of HPC, Hanoi Department of Construction would like to hold Ground Breaking Ceremony for “CP1: Yen So Pumping station and disposal site” under “Second Hanoi Drainage for Environmental Improvement in Hanoi”. This is the first Contract package including the most important construction items of the project to be commenced.

First Hanoi Drainage Project was completed in October 2005, and Second Hanoi Drainage Project is the next project with aims to meeting timely goals and missions for socio-economic development in Hanoi City, contributing for environmental improvement and protection, as well as bringing the full effectiveness of the investment in Hanoi Drainage Project-First Stage.
The main goal of the Project is to prevent in-city floods in To Lich basin caused by rainfall, with 10-year return period for rivers and drainage channels, corresponding to the rainfall of 310mm/2days, and 5 year return periods for sewer systems, corresponding to the rainfall of 70mm/hour.
Second Hanoi Drainage Project has been developed based on: Law on Construction, and other relevant laws; Hanoi Drainage System Master Plan from 1995 to 2010 approved by Prime Minister; Decision on assignment by Government, and by HPC; Minutes of Discussion between JBIC, HPC, MPI, MOF dated 28th October 2005; Loan Agreement between Vietnam Government and JBIC dated 31st March 2006. The project has been approved by Ministry of Construction for the Basic Design, appraised by Ministry of Planning and Investment, and approved by HPC for investment dated 28th September 2006.
The project covers the total area of 242.8 ha in 9 districts and communes including main items: Upgrading of Yen So Pumping Station capacity from 45m3/s to 90m3/s; Improvement and dredging of 11 lakes, improvement of box culvert for 31,800 Km of channel, construction of 27 km sewers; Construction of wastewater treatment plant for Bay Mau lake with capacity of 13.300 m3/day; Construction of 28,500km of service road along To Lich, Lu and Set river; Construction improvement for 09 bridges and culverts; Construction of disposal site for soil and construction waste, purchase of dredging equipments, spare parts and O&M training… etc.
Consultant for survey, design and construction supervision for project is the association of Nippon Koei Co., Ltd and Viwase.
Ladies and gentlemen,
After studying and selecting design alternatives, CP1: Yen So Pumping Station and Disposal Site has been appraised, approved for Construction Design Drawings, and Cost estimate. This is the first Contract Package to be commenced under the project schedule, and is to be selected as one of key construction works to celebrate 1000 year anniversary of Thang Long- Hanoi for the stage of 2008-2010. Total approved cost for this contract package is 155.84 Billion Dong, and its construction will last from 11/2008 to 8/2010. Main work items for CP 1 include: Pump House; Surge Tank; Outlet Sluiceway and Yen My Disposal Site with scope of works and design concept as follows:
- Pump House: one floor, reinforced concrete structure, dimension (length x width x height): 52.6m x 26.5m x 11.4m. Substructure part is designed as RC mass on RC foundation pile with dimensions of 400x400mm with 36-39m long. Superstructure part is designed as cast in-situ RC mass; cast in-situ RC for floor and roof slab.
- Surge Tank: Open-structure tank, a partially buried with dimensions of 48.9m x 6.0m x 13.5m (LxWxH) by cast in-situ RC mass on RC foundation pile with dimensions of 400x400mm with 36-39m long; depth of bottom: 1.0m; thickness of wall: 0.3-0.8m, RC girder for bracing of two walls. Outside area is strengthened by using soil cement piles with D600mm and 25m long for anti-sliding and stability of the existing inlet channel, pump house, surge tank and surrounding area as well.
- Outlet Sluiceway: cast in-situ RC mass box culvert, 3 cells x 3.0m x 3.0m with total length of 195m. One part of the sluiceway crosses beneath Red river dyke. Culvert’s bottom based on RC pile system with D800 and 38-40m long; Bored pile method is used to reach gravel mixed with sand layer.
- Yen My Disposal Site: Area: 70ha with existing elevation of +4.5 to +6.5m. Design elevation: upto +11.0m. Access road is designed to have 2 lanes with 8.0m width. Road leading to Yen My People Committee’s Office shall be finally constructed by RC surface with 6.0m width, an open RC channel will be constructed as well to facilitate agriculture purpose after completion and handover of the site to the local authority.
CP1 was opened for selection of contractor through method of local competitive bidding without prequalification. Successful Bidder is Joint venture between Hanoi Construction Cooperation (HCC) under MOC and Agriculture Irrigation Mechanization Electrification Construction Corporation (AGRIMECO) under MARD. The contract is unit price base.
Under HPC’s assignment, DOC has instructed HSDPMB to have strong cooperation with Consultants to soon implement the works thanks to kind support from Central organizations; namely, MPI, MOF, MOC, MARD, and such departments as Hanoi Planning and Investment Department; Planning-Architecture Department; Hanoi Transportation Department, Hanoi Agriculture and Rural Development Department, Hanoi Department of Construction to complete required procedures, investment items for the Ground Breaking Ceremony today.

Being the organization in charge for project preparation and implementation, Hanoi Department of Construction as well as relevant departments, and contractor always acknowledge our full responsibility and take great honor to contribute for the development of Second Hanoi Drainage Project for Environmental Improvement in Hanoi to reduce inundation in the basin of To Lich river, and step by step finalize Hanoi Drainage Master Plan. On this occasion, we would like to send our sincere thanks to Government, Ministries, Central organizations, HPC, JBIC, JICA, and other Departments, Sections, District People’s Committees in Hanoi City for the preparation of the project. We also would like to thank Press Correspondents, central and local television and radio broadcast for strong cooperation for spreading information for project.
